Ok, after careful reading and reworking this question, I actually came to the conclusion that the response is 2 (c). Did anyone get this response? Its different from what I initially responded but even if I prove Customs wrong, would they grant me this question? Any thoughts?
I believe customs is right. Below I put a calculation based on the question. If you have any more questions regarding this let me know.

8 2 7 3 1 – multiply each by 2 =
16 4 14 6 2 ( if any digit is > 9add 1 to the single digit or one position) = 7 4 5 6 2
Add digits together 7+4+5+6+2 = 24
Total all the even position in the entry number (backwards 216 3477248) = 4 7 4 6 2 = 23
Add the sums (24+23) = 47 (take the ones position and subtract by 10)
10-7 = 3 which equals “D”
