Although I know that any plastics (3917) would fall under a formal entry, unless the value was less than $250.00, it is the fact that is for personal use. In my point, what is debatable is whether this item is for "personal use" and or for sale. What do you think?

hello,
I will appeal this question based on the notion that 143.21(a) applies to commercial shipments only and the correct answer should be A (informal) because 143.21(e) fits the situation better and does not have any limiations as far as value.
